For the best answers, search on this site How did you re-install windows? Did you do, what's called, a Clean Install of a retail operating system? Or, did you recover your operating system (OS) back to what the manufacturer of your PC gave from the factory? If you didn't use the PC manufacturer's OS, then you may not have re-installed the original drivers correctly. A retail OS may install generic drivers, as opposed to the manufacturer's recommended drivers, thereby you may get unpredictable results. Does your notebook have built-in wireless? Or, did you have to buy a wireless adapter?

If yes to the adapter, did you forget the correct installation of that adapter? Mostly, I'm inclined to the wrong OS installatin scenario.

If you fully recovered a computer, back to factory defaults, using it's own manufacturer-provided OS and drivers, and if your PC has built-in wireless capability, then your computer should already be setup to look for, see, and allow you to connect to wireless networks in-range immediately after recovery.
